When a public health emergency declaration is in effect, an emergency appointed medical examiner or coroner who provides aid will not be held legally responsible for the medical care given. They can be held legally responsible if acting with extreme carelessness.

When a public health emergency declaration is in effect, a health care provider licensed outside of Guam, who is in Guam to aid during a public health emergency, will not be held legally responsible for the medical care given. They can be held legally responsible if acting with extreme carelessness.

When a public health emergency declaration is in effect, a person, corporation, employee, or agent of a corporation ,who is in a contract with Guam and who performs the contract or provides assistance or aid at request of the government, will not be held legally responsible for death or injury to a person or damage to property. They can be held legally responsible if acting with extreme carelessness or intent to cause harm.

They can be held legally responsible if acting with extreme carelessness or intent to cause harm. This section does not apply to a volunteer operating a vehicle which requires a license or the maintenance of insurance.

An individual owning or controlling real estate who, voluntarily and without compensation, allows it to be used to shelter people during or in recovery of an actual, impending, mock disaster or attack will not be held legally responsible for death, injury, or damage to a person's property while on their real estate.

They can be held legally responsible if acting with extreme carelessness or intent to cause harm. Generally, Good Samaritan laws only offer protection for those individuals who provide care during spontaneous emergencies unrelated to volunteer deployment.

A member of the Civilian Volunteer Police Reserve, who provides their assistance as a police or firefighter, will have the same duties, rights, privileges, and immunities as an employed police or firefighter. This includes a right to workers' compensation.
