R.I. Gen. Laws 30-15.4-2(c)
Liability: Assisting in Debris and Wreckage Removal
An individual who, in response to a disaster, participates in the removal of debris or wreckage following authorization by the governor or political subdivision, will not be held legally responsible for injury, death, or damage to property. They can be held legally responsible if acting with extreme carelessness or intent to cause harm.
Conditions of removal or clearance
(c) Except in cases of willful misconduct, gross negligence, or bad faith, any state employee or agent complying with orders of the governor and performing duties pursuant thereto under this chapter shall not be liable for the death of or injury to any persons or damage to any property.
